JOB SUMMARY: Maximus is seeking a qualified Quality Assurance (QA) business analyst for the Arizona Child Support System Replacement Project. The qualified candidate, along with the Maximus Project Manager, will interface with project technical and functional resources, management teams, and other business partners on a regular basis to maintain good client relations and resolve any issues. The qualified candidate will be involved with the project governance plan reviews, requirements and design validations, deliverable reviews, and quality control activities to ensure conformity to specifications, perform verification of system functionality, and to assure adherence to standards and guidelines. The individual will report directly to the Project Manager.

JOB RESPONSIBILITIES:
Perform duties independently under the direction of the Project Manager.
Review project vendor contract documentation to ensure full understanding of contractor requirements and deliverables expectations.
Review functional and technical requirements and design specifications to ensure full understanding of individual deliverables.
Validate all deliverables meet functional and technical requirements and design specifications.
Identify and escalate to the Project Manager potential quality issues per defined process.
Identify and escalate to the Project Manager potential project risks and issues per defined process.
Review artifacts and other project documents and attend interviews, focus groups, or other meetings necessary to gather information for project deliverables in accordance with the project scope of work.
Validate test case creation and mapping to requirements and designs.
Execute and evaluate sample sets of manual or automated test cases, generate test results, report defects, and verify defect fixes.
Validate defect tracking and review the metrics for accuracy and to identify trends.
Perform sample test case review for all phases of the project.
Attend project meetings with the client, subcontractors, project stakeholders, or other Maximus Team members, as requested by the Project Manager.
Complete project work in compliance with Maximus standards and procedures.
Support team to complete assigned QA responsibilities as outlined in the Project schedule.
Support all other tasks assigned by Project Manager.

EDUCATION AND EXPERIENCE REQUIREMENTS:
Be available to work on-site at a client location in Phoenix, or other location within the State of Arizona five days a week during standard business hours.
BS or BA degree from an accredited college or university.
Strong computer and software skills: proficient in MS Office, Excel, Word, Project.
5+ years of experience with any child support program.
2+ years of experience providing project management quality assurance and quality control services.
3+ years of experience with large scale system planning and/or implementation projects, ideally child support systems projects.
2+ years of experience with Agile methodology and practice preferred.
Expertise in database testing in DB2 and Microsoft SQL Server environments including designing and manipulating test data, validating stored process, jobs, triggers and replication.
Strong interpersonal and team building skills, as well as an understanding of client relationship building are essential.
Excellent verbal and writing skills and be comfortable working with customers.
Ability to multi-task with supervision.
Self-motivated fast learner.


 

Essential Duties and Responsibilities:
- Support leadership in ensuring that the project is delivered to specifications, on time and within budget.
- Develop initiative strategies for provider capacity building such as evaluating business models, creating training, recruitment, events participation, outreach approach, and support activities.
- Work closely with management and work groups to create and maintain work plan documents.
- Track the status and due dates of projects.
- Manage relationships with project staff responsible for projects.
- Produce regular weekly and monthly status reports, work plan status, target dates, budget, resource capacity and other, as well as, ad hoc reports as needed.
- Collaborate with project managers on various initiatives and projects to track progress and provide support as necessary.
- Create and maintain management plans and other deliverables.
- Facilitate regular meetings and reviews.
- Evaluate employee performance and recommend employees' needs and development opportunities to leadership.
- Adhere to contract requirements and comply with all corporate policies and procedures.
- Perform other duties as assigned by management.

Minimum Requirements:
- Bachelor's degree with 5-7 years of experience consulting within designated function.
- Advanced degree preferred.
- Develop solutions to highly complex problems which require a high degree of ingenuity and innovation.
- Ensure solutions are consistent with organization objectives.
- Solutions may serve as precedent for future decisions.
- Develop advanced concepts, techniques, and standards requiring a high level of interpersonal and technical skills.
- Develop new applications based on professional principles and theories.
- Viewed as expert in field within the organization.
