Job Description

The Manager works hand-in-hand with MAXIMUS operations staff to ensure the intended benefits of BI deployments are realized.  The position and his/her staff directly produce and use a range of data visualizations and analytic methods including statistical analyses designed to uncover opportunities for improvement or solve operational problems.

The Manager of Business Analysis is a critical function of the MAXIMUS Performance Analytics organization. Reporting to the Director, this is a key leadership position that works closely with technical colleagues to ensure that BI solutions deployed in MAXIMUS projects across the country achieve desired results.


 Job Summary

Essential Duties and Responsibilities:
- Manage the coordination of the activities of a section or department with responsibility for results, including costs, methods and staffing.
- Responsible for a functional area and not have any subordinate employees.
- Work on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends.
- Follow processes and operational policies in selecting methods and techniques for obtaining solutions.
- Act as advisor to subordinate(s) to meet schedules and/or resolve problems.
- Develop and administer schedules, performance requirements; may have budget responsibilities.
- Frequently interact with subordinate employees, customers, and/or functional peer group managers, normally involving matters between functional areas, other company divisions or units, or customers and the company.
- Often must lead a cooperative effort among members of a project team.
- Receive assignments in the form of objectives and determines how to use resources to meet schedules and goals.
- Provide guidance to subordinates within the latitude of established company policies.
- Recommend changes to policies and establishes procedures that affect immediate organization(s).

Essential Job Duties

  • Establish and implement management processes; mentor/train analysts on proper process, standards and best practices
  • Ensure standards and best practices are followed; documentation (e.g., business needs statements, process models, requirements, report specifications) are accurate, correctly detailed, maintained and organized in the appropriate repository.
  • Facilitate discussion among stakeholders from executive to front-line staff (both technical and non-technical) to elicit, analyze, communicate (both written and verbally) and validate requirements, process design, and business intelligence/reporting needs.
  • Ensure requirements are met and intended benefits are realized through the effective use of data via a range of visualizations (e.g., dashboards, reports), and alerts while instituting standards and best practices (Ensure data are ‘fit for use’ with an eye for design).
  • Mentor, train, and provide guidance, background information, and assistance to operational managers, analysts and other staff on standards and best practices in the following areas:  business and operational analysis, interpretation and effective use of process models, presentation objects and other analysis artifacts.
  • Oversee the planning and execution of analyses – often interrogating data and other information to perform root cause analysis, impact assessments, or to identify key measures and indicators of process performance making recommendations to improve or correct performance
  • Perform other duties as assigned.

Education and Experience Requirements

  • Bachelor's degree from an accredited college or university; field of study in Operations Research, Mathematics, Statistics, Industrial Engineering, Public Policy, Management Information Sciences, or other related field preferred. Master’s degree in related field strongly preferred.
  • 7+ years’ experience successful use of analytic thinking, applying methods to perform root cause analysis and solve problems. A demonstrated ability to interrogate data and communicate analysis findings to a technical and non-technical audience is essential.     
  • 7+ years’ successful application of process-driven analysis skills and requirements elicitation. Prior experience in generating analysis artifacts - process models (BPMN 2.0 preferred), business requirements documents, report specifications, functional test plans, is essential;
  • 2+ years’ experience in a management position with direct oversight of a team. Working remotely and managing a remote team is strongly preferred.
  • Strong analytical & quantitative skills, ability to “investigate” data (competency in statistics).
  • Strong critical thinking skills and attention to detail.
  • Strong communication skills (both written & verbal) with the ability to interact with all levels of the organization.
  • A genuine passion for the work with a commitment to quality.  Ability to assess deliverables as an end-user.  Entrepreneurial approach to deliver outcomes.
  • Up to 50% Travel is required.
