Job Description

The selected candidate will be a key resource in the successful implementation and execution of a large government contract. This person will work closely with Operations, Support Services, Reporting & Analytics, and IT to ensure the KPIs and SLAs are met and exceeded and will be involved in continuous improvement efforts.

 Job Summary

Essential Duties and Responsibilities:
- Act as the primary contact for the state client
- Ensure program operations are in compliance with all applicable requirements of the contract, as well as State and federal regulations.
- Ensure goals and objectives are established by Project Manager that support the overall Project strategies.
- Oversee all project administrative operations including budget, financial controls, and human resources.
- Plan, develop and schedule priorities for achieving operational and performance goals.
- Review management, productivity, and financial reports and studies to ensure program objectives are met.
- Participate in internal audits, research studies, forecasts, and modeling exercises to support Project direction and guidance.
- Manage operational managers, to include performance appraisals, mentoring, and professional/development guidance.
- Demonstrate a high level of dedication and proactive leadership in meeting corporate goals and program objectives.
- Perform other duties as assigned by management.

Minimum Requirements:
- Direct and control the activities of a broad functional area through several department managers within the company.
- Overall control of planning, staffing, budgeting, managing expense priorities; and recommend and implement changes to methods.
- Work on complex issues where analysis of situations or data requires an in-depth knowledge of the company.
- Participate in corporate development of methods, techniques and evaluation criteria for projects, programs, and people.
- Ensure budget and schedule meet corporate requirements.
- Regularly interact with executives and/or major customers.
- Interaction frequently involves special skills, such as negotiating with customers or management or attempting to influence senior level leaders regarding matters of significance to the organization.
- Report to Senior Director or VP level.

Education and Experience Requirements


  • Participate with executive management to establish strategic plans, objectives, initiatives, and work plans for the government contract.
  • Directs all major changes and set culture for continuous improvement.
  • Responsible for all P&L activities related to the contract and manage all financial activities related to the project, annual budget process, and monthly and quarterly forecast and review.
  • Responsible for ensuring the appropriate authority is informed of the status of customer contacts, fulfillment, resolution metrics, and quality assurance reviews through various means of communications.
  • Establishes and maintains relationships with representatives of client agencies, stakeholders, and community organizations to promote and develop MAXIMUS services.
  • Represents MAXIMUS and the project in external meetings and forums.
  • Develops and maintains comprehensive knowledge of the Medicaid, TANF, and SNAP programs, MAXIMUS services, and project operations.
  • Oversees the development of proposals and pricing for amendments and new work.
  • Identifies new business opportunities.
  • Ensures project compliance with all applicable corporate, contract, state and federal requirements and regulations.
  • Engage in rebid and other business development initiatives to grow business.
  • Provides executive management of the project's financial plan and forecast.
  • Develops performance goals and objectives for direct reports and monitors the achievement of those goals.
  • Other duties as may be assigned by corporate management.


  • Bachelor's degree required from an accredited college or university and a degree in a health or social services field is preferred.; Master's degree is preferred.
  • Project Management Professional (PMP) Certification is highly desired.
  • Working knowledge of the Indiana Medicaid (including Indiana HIP 2.0), TANF, and SNAP programs.
  • Five or more years of related work experience in a senior management position in a health or human services-related field managing a large staff.
  • Proficiency and understanding of personal computing sufficient to work effectively with the reports and automation associated with Project.
  • Excellent organizational, written and verbal communication skills.
  • Ability to perform comfortably in a fast-paced, deadline-oriented work environment.
  • Ability to work as a team member, as well as independently; excellent people management skills.
  • Computer skills including Microsoft Office.

Employment is contingent upon contract award.
