Job Description

Opportunity for an experienced Senior Database Administrator to join a Development, Modernization and Enhancement (DME) Operations Program on a United States Patent and Trademark Office (USPTO) federal government contract. The candidate is a Subject Matter Expert (SME) who manages Oracle databases and develops dashboard reports using Tableau desktop and publish reports into Tableau server. The candidate will be supporting large and multiple enterprise environments that support enterprise web applications and systems in an agile environment. The candidate will be responsible for high volume transactional databases hosted on-premises and in the cloud (AWS).

The candidate must be able to obtain Public Trust clearance.

Project Specific Roles and Responsibilities
•Provide data architecture support services include requirements analysis, data modeling, database design, implementation, and optimization.
•Support development of database and services in the cloud (AWS) for Web applications enhancing Advanced Editor; develop and enhance Revision Project Management and Revision
Project Content Management.
•Design and develop database and services for classification initiatives to accommodate participation of multiple national offices.
•Development and enhancement re-classification process to accommodate existing and new functionalities in order to provide tracking status for re-classification projects.
•Lead and serve as liaison between product owners, technical leads, developers, and testers in all aspects of data and database related activities.
•Fully engaged in the implementation of data models and responsible for operational availability of databases in all lower and production environments.
•Analyze functional, non-functional, and reporting requirements, and translate these requirements into technical data requirements.
•Create and update conceptual, logical and physical data models to include diagrams, Data Definition Language (DDL) and data dictionary using the USPTO approved Enterprise Data Modeling tool.
•Incorporate data modeling and database design into applicable standard data elements (SDEs) and adhere to the approved USPTO Data Modeling and DB Design Standard.
•Facilitate data modeling sessions, providing data modeling and database design walkthrough to the development team to ensure proper usage of the data structures.
•Create the data architecture sections of the System Design Document (SDD) for development efforts, including data architecture diagram and data flows.
•Work with project and technical leads on plan for implementing the To-Be Database Design, which may occur over several releases, as the data architecture may be several sprints ahead of the development team.
•Develop data migration strategy on the source to target mapping, as required, along with any required data analysis.
•Analyze data access and modification requirements to ensure efficient structured query language (SQL) and optimal database design.
•Enhance database performance from physical database design perspective, such as creating indexes, defining constraints, linking tables, and partitioning tables.
•Calculate storage estimates and include specific storage allocation details for a given database system.
•Analyze relevant technical issues relating to data modeling and database design.
•Develop ad-hoc data quality reports as required by business.
•Create AWS RDS databases.
•Start up and shut down the databases as required during operations and releases activities.
•Manage the users, the user accounts, and security.
•Manage schema objects, such as tables, indexes, and views.
•Make database backups and performing recovery when necessary.
•Proactively monitor the database's health and take preventive or corrective action as required.
•Always monitoring and tuning performance.
•Perform upgrade of databases.
•Develop dashboard reports using Tableau desktop and publish reports into Tableau server.
•Install, configure, and manage Tableau server. Create users and assign roles for accessing dashboard reports.

Project Specific Education and Experience
•At least 8 - 10 years’ experience with Oracle systems administration support for large-scale enterprise environments
•At least 8 - 10 years’ experience installing and configuring Oracle databases
•Working knowledge of advanced Oracle 11 and 12 features such as RAC and Automatic Storage Management (ASM)
•10 years’ experience writing scripts with a scripting language preferred
•Experience with Oracle on VMs
•Familiarity with DevOps and ITIL processes
•Minimum of 5 years’ experience with the cloud (AWS)
•Minimum of 5 years’ experience on premise to AWS migrations
•Working knowledge of database backup and restore
•Minimum of 4 years Tableau software

Must be local to the DMV area.

 Job Summary

Essential Duties and Responsibilities:
- Lead the development of software solutions that will meet or exceed business requirements; the development effort includes designing and implementing modules to the system specifications, conducting unit testing, troubleshooting issues and producing detailed proposals to resolve issues.
- May evaluate new coding techniques, tools, modules, and implementation as appropriate.
- Lead and mentor entry and mid-level developers.
- Consult on requirements elicitation and definition.
- Design software solutions per systems requirements.
- Code software solutions per designs.
- Code reviews, unit test, and integrate coded modules.
- Assist other developers in resolving issues by providing guidance and training.
- Support testing and remediate defects.
- Support users through troubleshooting and analysis of production logs and data.
- Investigate new solutions, tools, products, and techniques to incorporate into coding standards.

Minimum Requirements:
- Requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or equivalent experience.
- Ability to perform complex tasks with minimal supervision and guidance.
- Good verbal and written communication skills.
