Job Description

-Coordinate with on-site systems staff, analyze, program, test and document system changes, as requested by DHCS or project management.
-Assess data needs and design requirements for systems changes and enhancements.
-Develop and execute system testing plans and system change migration to production plans for compliance with system change control requirements.
-Perform trouble-shooting and programming analysis of systems issues.
-Develop system requirements of ad-hoc reporting as needed.
-Provide technical assistance and liaison to the Change Control specialist.
-Maintains updated knowledge of the HCO program including policies and procedures as referenced in the employee manual and other policies adopted by corporate, the project and client and as referenced in Desk Procedures for the Department and position.
-Maintains updated knowledge of contract compliance provisions for the project and Department and position.
-Maintains knowledge of the HCO Program Quality Plan Department and position.
-Follows policies and procedures without deviation.
-Develops, designs and implements custom applications supporting enhancements and additional projects as required for meeting project deliverables.
-Leads development efforts and reports needed data requirements to the Information Systems Director and database development staff.
-Meets or exceeds production and quality standards set for position.
-Meets all standards established for this position as outlined in the attached performance criteria.
-Promptly attends and actively participates in regularly scheduled IS Coordination Meetings.
-Performs other duties as may be assigned by management.
-Must be able to remain in a stationary position for an extended period of time.
-Occasionally lifts, carries, or otherwise moves items weighing up to 25 pounds.
-Work is constantly performed in an office environment. The Ideal Candidate will Possess the Following Additional Education and Experience
  • Typically requires a minimum of 5 years of related experience with a Bachelor's degree; or 3 years and a Master's degree; or a PhD without experience; or equivalent work experience.
  • Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors.
  • Demonstrates good judgement in selecting methods and techniques for obtaining solutions.
  • Networks with senior internal and external personnel in own area of expertise.
