We are seeking an Information Technology Project Manager (ITPM) with Federal IT management experience and subject matter expertise to initiate, plan, document, manage and maintain information technology (IT) security projects. The ITPM will lead and guide the work of MAXIMUS technical staff. The ITPM will serve as liaison between business and technical aspects of projects. This person will plan project stages and assess business implications for each stage. They will also monitor progress to assure deadlines, standards, and cost targets are met for the information security applications, engineering and operational activities as requested, and to support our IRS customer in New Carrollton, MD. It is possible, that the candidate may have to work from the New Carrollton, MD building at least 1-2 days per week, and the rest of the week remote. Finally, the candidate will serve as the primary point of contact and technical lead for a set of IT Security implementation (ITSI) projects within the ITSI Program Portfolio the while collaborating with other technology points of contact.

•Document the architecture, development, and implementation activities on ITSI projects to ensure they are utilized to achieve maximum investment value, cost effective and risk managed
•Create, update, and manage high-quality project documentation that meets IRS acceptance criteria, to include ELC documents, acquisition strategies, use cases, or executive briefings. Create and review reports.
•Prepare assessments to include compliance checks for IRS purposes. Support security risk assessments to ensure compliance with the Internal Revenue Manual (IRM) and industry best practices
•Provide security analysis expertise to include correlation with program management
•Support analysis data quality and reporting
•Document and coordinate patch/release management and ensure all packages are deployed efficiently and as transparently as possible. Interface with technical team to ensure appropriate resolution of general patching issues
•Develop and maintain a project schedule to test and deploy fixes and to allow tracking of performance activities required to distribute application/ patch packages and deploy operating systems
•Document the testing strategies and results within the assigned ITSI project(s)
•Document specifications for extremely complex computer network security/protection technologies for IRS information and network systems/applications
•Work alone and with teams comprised of the primary client and other client stakeholders dispersed across geographical sites
•Provide status reports, attend meetings and take/distribute minutes
•Proactively evaluates system performance and utilization trends

•Bachelor's Degree from an accredited college or university required; an additional four (4) years of related work experience can substitute for a degree
•At least eight (8) years of related experience in successful project management or project management support
•At least five (5) years of demonstrable experience with Federal IT projects
•Experience with reviewing, analyzing and coordinating IT project tasks to include project schedules and other project-related documentation as requested by MAXIMUS or the customer
•Proven ability to work on and with teams comprised of the primary client and other client stakeholders dispersed across geographical sites
•Excellent verbal and written communication skills
•Preferred skills: Experience with and/or knowledge of IRS IRMs; Experience with reviewing/analyzing UWR requirements; Project Management Professional (PMP) certification

Physical Requirements:
•Work is performed in a general office environment

Additional Requirements as per contract/client:
•Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI clearance is a plus).
•Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years, and be Federal Tax compliant.

  • Provides guidance to subordinates within the latitude of established company policies.
  • Recommends changes to policies and establishes procedures that affect immediate organization(s).
