Job Description

The law requires the North Carolina Department of Health and Human Services (Department or DHHS), through the Division of Health Benefits (DHB), to implement a Medicaid managed care program that advances high-value care, improves population health, engages, and supports providers, and establishes a sustainable program with predictable costs. The Department’s goal is to improve the health of all North Carolinians through an innovative, whole-person centered, and well-coordinated system of care, which addresses both medical and non-medical drivers of health. As part of Medicaid managed care, the Department will remain responsible for all aspects of the North Carolina Medicaid and NC Health Choice programs. As directed by the General Assembly, the Department will delegate the direct management of certain health services, including physical health, behavioral health and pharmacy services, and financial risks to entities called Prepaid Health Plans (PHPs).

Overview

The Project Manager has full ownership of all Infrastructure projects, Sustaining Projects, and Operations projects and serves as the direct manager for all program projects. 

Responsibilities

  • Responsible for all projects meeting all timelines at or ahead of anticipated dates
  • Works closely with Operations leaders to ensure appropriate support and alignment for any project.
  • Works closely with the project leadership and stakeholders to set strategy, and to build product and innovation road maps
  • Presents results and progress at regular intervals
  • Aligns resources and prioritizes projects to ensure the project hits yearly goals and targets
  • Manages all external relationships needed for the team as it relates to current projects and overall Project Management
  • Collaborates with project teams and stakeholders to understand operational needs of the business
  • Applies consistent project management practices across organization
  • Leads key team members in establishing strategic plans, timelines and budgets
  • Facilitates decision-making and conflict resolution within the project teams and management
  • Applies and utilizes project management mastery techniques
  • Conducts project evaluations and recommends changes, continuation, or termination as appropriate
  • Responsible for optimizing projects results (e.g., schedule, performance, budgets) where needed
  • Drives the use of effective tools and methodologies
  • Highly engaged in technical activities ensuring sound and effective solutions to design and development challenges
  • Responsible for the delivery/completion of projects on time and cost
  • Other duties as assigned by leadership

The Ideal Candidate will Possess the Following Additional Education and Experience

  • Bachelor’s Degree, or related discipline required or equivalent work experience in Lieu of Degree
  • PMP Certification preferred
  • Advanced degree is preferred
  • Minimum of three (3) years related work experience in a healthcare, insurance or related field required.
  • Minimum of three years of experience managing numerous projects of various sizes and disciplines preferred.
  • 1-5 years of experience managing people, projects and budgets preferred.
