We are seeking a Senior Agile Program Management Specialist to join our team to support our Internal Revenue Service (IRS) client located in New Carrollton MD. Our client wants our staff on site providing support at the IRS facility 3 days a week, Tuesday through Thursday but other 2 days you can work at home! The IRS facility is conveniently located directly across the street from the New Carrollton Metro station!

•Coordinate and facilitate product backlog definition and refinement process for new/enhanced IRS web applications by working with the PMO, IRS business customers, and product managers/owners
•Support IRS IT agile transformation efforts by identifying process areas that impede Agile development and delivery and offering solutions for process changes to align better with Agile processes and practices
•Provide frequent status updates on all activities to Senior Manager of Program Operations & Integration (PMI) organization
•Offer guidance and training (informal and formal) on Agile and SAFe concepts and practices as needed to PMI members, IRS business customers, other stakeholders
•Support standard program management processes such as communications, requirements, risk, and change management; lead process meetings
•Assist with development of standard IRS enterprise life cycle artifacts including writing and coordination of artifact review and approval process

QUALIFICATIONS:

•Bachelor's Degree in Arts or Science from an accredited college or university required
•Master’s degree or specialized experience in the technologies that meet the specific statement of work for the services to be provided may be substituted for years of experience
•Ten years of management experience throughout a project management life cycle, including coordinating work activity, allocation of resources, managing performance, and development of solutions for Information Technology challenges
•Highly knowledgeable and proficient in IT project management methodologies, procedures and processes
•Four years minimum experience in a key role applying Agile and/or SAFe concepts and practices; for example, Scrum Master, Product Owner, or Release Train Engineer
•At least one of the following Agile certifications: PMI Agile Certified Professional; Scrum Alliance Certified Scrum Master, Certified Scrum Product Owner, Certified Scrum Professional; Scrum.org Professional Scrum Master or Professional Product Owner; SAFe certification
•Excellent verbal and written communication skills
•Ability to work well independently or in a team setting
•Must be flexible and adaptable with respect to work assignments
•Experience with use of IBM Rational CLM in an Agile SDLC preferred

Physical Requirements:
•Work is performed in an office environment with a low to moderate noise level

Additional Requirements as per Contract:
•Ability to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI clearance is a plus)
