The National Oceanic & Atmospheric Administration’s (NOAA’s) Office of Satellite and Product Operations (OSPO) maintains two primary constellations of environmental satellites: polar orbiting and geostationary satellites. Polar orbiting Operational Environmental Satellites (POES) missions contain sensors that generally support longer range weather forecasting and climate research. POES spacecraft are in a low-earth orbit which enables the collection of data from remote ocean areas, never more than six hours old, which fill forecast model gaps in data gathered by conventional methods. Geostationary Operational Environmental Satellite (GOES) mission provide imagery and soundings in support of short-range warning and “nowcasting”. GOES spacecraft view of the earth provides for constant monitoring of the atmospheric triggers that forecast such severe weather conditions as tornadoes, flash floods, hurricanes, and hailstorms. OSPO ingests, processes and distributes environmental data and information received for the POES and GOES satellites to OPSO’s customers.

The Maximus SMOMS team supports operations at the NOAA Environmental Satellite Processing Center. We are responsible for ensuring reliable operation of the systems that decode the data coming from weather satellites, make images, perform scientific analyses to make higher level products, and make these products available to National Weather Services (NWS) local forecast offices, NWS supercomputers running advanced numerical models, and a host of other users at NOAA, other government agencies, international users and more. Web operations provide major portals for acquiring and viewing OSPO products that include satellite imagery and a diverse portfolio of satellite products.

As a web designer/developer for the NOAA Office of Satellite and Product Operations (OSPO), the ideal candidate will maintain, design and build web sites to meet our customer’s needs, with proven skills and professional experience designing and implementing data-oriented web sites suitable for multiple device platforms. The candidate will work closely with a variety of stakeholders to establish their unique needs for the sites while preserving a unified web site look and feel. The right individual suited for this position will be a detailed-oriented and motivated web site developer.

Essential Job Duties:
•Participate in all phases of the development lifecycle, beginning with the gathering of requirements, and project specifications.
•Manage project tasks and timelines and communicate project status and deliverables with managers and staff
•Develop and maintain functional and appealing responsive web sites, writing clean, well-designed code and using authoring tools, scripting languages and content management tools.
•Develop, update or implement existing procedures for ongoing web site revision and style guidelines for web site content
•Evaluate code to ensure that it is valid, is properly structured, meets industry standards and is compatible with browsers, devices, or operating systems and follow all agency and government guidelines and rules in web development
•Perform regular maintenance of existing sites along with troubleshooting and testing of any issue.
•Communicate with network and security personnel to address hardware or software issues affecting web sites
•Respond to web user email inquiries; identify problems uncovered by testing or customer feedback, and correct problems or refer problems to appropriate personnel for correction

Education and Experience Requirements:
•Bachelor's degree from an accredited college or university in Computer Science, multimedia, web design or a related field required; equivalent experience will be considered in lieu of degree
•At least five (5) years web design and development experience is required
•Expertise and hands on experience with Dreamweaver, as a web design and content management tool, utilizing the latest standards for HTML, CSS, JavaScript to create new, or update existing, sites. In addition, understanding the entire web development process, including planning, design, deployment, and maintenance, with some back-end knowledge, is important
•Familiarity with scripting (e.g., bash, Perl, JavaScript) and the Unix environment
•Strong organizational skills, managing multiple timelines and completing tasks quickly within the constraints of timeliness and other requirements
•Excellent oral/written communication skills
•Experience with good content management practices
•Ability to communicate directly with peers, managers, and clients while leading development to a completed and successful solution
•Strong understanding of UI, cross-browser compatibility, general web functions and standards
•Assertive problem diagnosis and creative problem solving

Physical Requirements:

•Ability to sit for up to 80% of time
•Ability to reach for or file documents up to 10% of time
•Work is performed in a fast-paced Information Technology environment
•Work is performed in an office environment with a low to moderate noise level

•Ability to obtain and maintain a Public Trust Security Clearance

  • Computer Professional
  • Typically requires a minimum of 5 years of related experience with a Bachelor's degree; or 3 years and a Master's degree; or a PhD without experience; or equivalent work experience.
  • Works on problems of diverse scope where analysis of data requires evaluation of identifiable factors.
  • Demonstrates good judgement in selecting methods and techniques for obtaining solutions.
  • Networks with senior internal and external personnel in own area of expertise.
