Overview

The Senior Director for IRS Technical Strategies supports the day-to-day operations of the MAXIMUS Federal Financial Services Operating Unit to ensure the growth of the accounts and ensuring a high level of customer and employee satisfaction. The incumbent provides strategic leadership identifying training needs, maximizing client engagement and working with the leadership team to develop plans to meet future needs. Additionally the incumbent is expected to develop and maintain strong relationships with outside partners, such as vendors and consultants, as well as internal partners, including department supervisors and co-executives.  This position directly supports the Financial Services Vice President to help drive profitability within the operating unit

Selected candidate must be willing and able to work in multiple locations including home, MAXIMUS Federal office in Falls Church, VA, and IRS facility in New Carrollton, MD. Anticipate two days at Falls Church, two days at the IRS facility, and one day at home. This may vary depending on business needs.

Responsibilities
  • Provide strategic leadership to Financial Services projects staying ahead of trends in technologies at the IRS and other Agencies to ensure we have a well-trained capable workforce to support our customers or to best position us to be competitive in pursuing new work
  • Support the Business Development (BD) group through serving as a capture lead or coordinating capture efforts, and writing and participating in color team reviews for multiple proposal efforts
  • Identify and/or support/coordinate efforts to create white papers to present our technical approach in response to multiple IRS issues and customers
  • Serve as the liaison and participate in meetings between BD, company leadership and the IRS clients (Executives) to promote MAXIMUS Federal as the integration provider for current and future work
  • Serve as the Executive Lead on projects at the IRS, providing oversight of the project teams support, and interacting with IRS Executive’s as the Corporate representative on the account
  • Serve as the technical point of contact for all IRS Executives to ensure good customer relations including participation in filing season readiness, and regularly scheduled meetings with key Executives
  • Attend meetings with Senior level Executives within the company to share observations and provide input to the development of strategies for pursuing new work and growing the account
  • Support proposals as an author, reviewer and/or coordinating with the Financial Services PMs to borrow SMEs as authors or reviewers to support proposal efforts (including RFIs and RFPs)
  • Participate in team meetings, as a member of the OU leadership team, providing insight on customer trends and issues

The Ideal Candidate will Possess the Following Additional Education and Experience
  • Bachelor's Degree from an accredited college or university required; an additional four (4) years of related work experience can substitute for a degree
  • Master's Degree from an accredited college or university preferred
  • At least fifteen (15) years of related experience required
  • At least ten (10) years of specialized experience working with IRS customers at the executive level, or combination of IRS and Federal customer experience
  • Knowledge/skill with IRS Business requirements, IRS Enterprise Life Cycle (ELC) processes or similar Software Development Lifecycle (SDLC) processes
  • Demonstrated experience preparing, tailoring and presenting briefings to various levels of management and executives
  • Excellent verbal and written communication skills
  • Ability to work in a fast-paced, dynamic environment
  • Ability to work well independently or in a team setting
  • Prior experience supporting Business Development efforts including proposal writing, participating in color team reviews, and serving as capture lead preferred
  • At least six (6) years of experience with IRS tax processing and legacy systems in an IT environment preferred
  • At least three (3) years of experience with IRS tax modernization project experience, such as eServices, CADE, CADE2, IPM, RRP, etc. preferred

Additional Requirements, as per contract/client:

  • Candidates must meet requirements to obtain and maintain an IRS Minimum Background Investigation (MBI) clearance (active IRS Moderate Risk MBI clearance is a plus)
  • Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for 3 years, and be Federal Tax compliant
