Job Description

This individual will lead a team that leverages quantitative and independent research skills in analysis of large, complex and incomplete data sets to identify and assess potential adjacent market opportunities that result in measurable revenue growth.  He/she will be expected to perform independent gap analysis between current solution sets and anticipated requirements, identify market penetration strategies, determine the addressable markets for identified opportunities, design and execute formal capture plans, determine competitor profiles, perform cost to operate vs. price to win analysis and determine key staff profiles. 

He/she will perform independent directed research around specified emerging markets determining market growth potential, revenue projections and margin tolerance. 

Candidates will assess barriers to entry, entrenched competitors, and assist in the development of a strawman solution. He/she will also lead competitor profiling and competitive pricing analysis for MAXIMUS domestic health business, and will develop in-depth post-bid analysis for all opportunities pursued by MAXIMUS. He/she will supervise a team of analysts dedicated to these endeavors, and will regularly brief senior MAXIMUS leadership on the progress of the team’s initiatives.

The candidate will serve as a resource to MAXIMUS executive management when needed.    

The candidate is expected to exercise sound judgment within broadly defined practices and policies; regularly interact with all levels of management, infrastructure POCs, staff, and customers; and display a high degree of tact and diplomacy. Characteristics necessary for success include: business and technical vision; disciplined strategic thinking; analytical presentation and problem solving skills; the ability to gain internal support; and the ability to establish and maintain a solid working relationship with executives, technical staff, managers, and peers. Excellent written and oral communication skills are required.

  

Responsibilities
      • Manage team of 2-4 analysts focused on identifying and qualifying emerging business opportunities, performing competitor profiling and competitive pricing analysis activities, and constructing adjacent market analyses
      • Proactively identify new business opportunities by researching ongoing trends in the public-sector health care marketplace and other markets of interest to MAXIMUS
      • Build and curate a pipeline of strategic adjacent market targets on a 3-5 year time horizon, moving each identified market through a well-defined review and development process
      • Coordinate with MAXIMUS leadership and corporate development personnel to vet potential strategic acquisitions and key adjacent markets
      • Perform market research to qualify new business opportunities, including analysis of customer budget; current market size, profitability and dynamics; technical capabilities required; current customer preferences; competitive environment; and incumbent strengths and weaknesses; and perform gap analyses of MAXIMUS capabilities against customer requirements.
      • Lead market development and execution and provide detailed reports on activities to MAXIMUS senior management
      • Coordinate with and manage external vendors and partners to strengthen and expand MAXIMUS capabilities
      • Coordinate with external subject matter experts and consultants and build relationships with partners as necessary to facilitate market entry pursuits
      • Interact regularly with MAXIMUS capture, business development, and operations staff to provide insight into competitive dynamics for individual contract pursuits and markets segments as a whole
      • Briefs MAXIMUS executive management regularly on the progress of market development endeavors and incorporates their feedback into the group’s approach
      • Attends and contributes to MAXIMUS presence at industry events and conferences
      • Completes other tasks and duties as assigned

The Ideal Candidate will Possess the Following Additional Education and Experience
  • Bachelor's degree required
  • Master of Business Administration (MBA) or Master of Public Policy (MPP) strongly preferred
  • Excellent organizational skills and interpersonal skills
  • Excellent written and oral communication needed
  • Proven ability of managing upward
  • Able to execute with limited direction and high uncertainty
  • Ability to perform comfortably in a fast paced, deadline oriented work environment.  Competency in MS Office suite
  • Ability to work independently with limited direction
  • Ability to manage subordinate staff at the entry level with limited direction or oversight
