Job Description

Major Purpose: A brief statement of the position’s overall purpose and expected end results; why it exists.

The Training Director is responsible for strategic and tactical training and learning processes related to the development and delivery of technical and professional development training and learning programs.

Duties / Responsibilities:Statements describing the essential (absolutely necessary) actions performed to achieve required

•Manages and directs the project's training program and the training staff.
•Partners with organizational leaders to identify needs for training and organizational development; develops and implements new trainings and organizational development initiatives as needed.
•Advises senior leadership regarding initiatives and activities that promote maximum staff effectiveness and creates a positive impact on service quality.
•Forges relationships with internal and external stakeholders to ensure that both tactical and strategic goals and outcomes are met.
•Designs, develops, and distributes training programs and materials; reviews, evaluates, and modifies existing and proposed programs.
•Oversees the development of training schedules with the training staff based on the evaluation of the needs of staff, new hires, and subcontractor personnel and in coordination with management.
•Plans, launches, monitors, and acts on long-range learning initiatives that are aligned with the organization’s strategic goals.
•Designs and establishes benchmarks that measure the impact and effectiveness of organizational development programs on the organization’s overall performance.
•Develops training programs and materials through collaboration and communication with the Training staff, other staff, management, the state, and other program stakeholders.
•Establishes and communicates the training methodologies for staff.
•Leads the delivery of staff and external client training on a regular and ongoing basis covering topics such as the Marketplace, systems integration, customer service skills, program information, performance results obtained through quality assurance monitoring, and other areas as appropriate.
•Provides oversight of all in-person assistor training and certification programs and works with Department of Health (DOH) personnel and training staff to plan the development of training and schedules
•Ensures that Contact Center and Eligibility and Enrollment employees are provided with up-to-date knowledge of all applicable programs associated with the programs covered.
•Recommends changes to policies and procedures in compliance with the contract and communicates changes to staff.
•Provides the Vice President with updates on all issues regarding quality, training, and policy and procedures.
•Prepares training resources and maintains a library of training aids.
•Develops a means of measuring the effectiveness of training programs developed or administered through evaluation, testing, and assessment of program outcomes.
•Develops and maintains positive and effective communications with the Department of Health (DOH)
•Responsible for adhering to established safety standards
•Must be able to remain in a stationary position for an extended period of time
•Occasionally lifts, carries, or otherwise moves items weighing up to 25 pounds
•Work is constantly performed in an office environment
•Performs other duties as assigned by management

Education Required:
•Bachelor's degree from an accredited college or university or equivalent work experience
•Advanced Degree in HR Development, Communications, Business Administration or Education preferred

Background & Experience Required:
•10 years of related experience
•10 years of leadership/management experience
•Proficient in Microsoft Office (Word, PowerPoint, and Excel)
•Facilitation, presentation, coaching and OD experience
•Demonstrated classroom management skills
•Excellent organizational, interpersonal, verbal, and written communication skills,
•Ability to perform comfortably in a fast-paced, deadline oriented work environment,
•Ability to successfully execute many complex tasks simultaneously
•Ability to work as a team member, as well as independently
•Experience facilitating proven adult learning techniques including ADDIE, Rapid Course Development, and Adult Learning Theory preferred
•Knowledge and experience with project management, CRM software, and/or call center telephonic tracking software preferred
•Knowledge and work experience with New York State programs (i.e. CHIP, TANF, SNAP, Medicaid or LTC) or private health insurance is preferred
•Experience in multi-media development applications, such as Captivate preferred

  • Has overall control of planning, staffing, budgeting, managing expense priorities, and recommending and implementing changes to methods.
  • Works on complex issues where analysis of situations or data requires an in-depth knowledge of the company.
  • Participates in corporate development of methods, techniques and evaluation criteria for projects, programs, and people.
  • Ensures budgets and schedules meet corporate requirements.
  • Regularly interacts with executives and/or major customers.
  • Interactions frequently involve special skills, such as negotiating with customers or management or attempting to influence senior level leaders regarding matters of significance to the organization.
  • Reports to Senior Director or VP level.
